To achieve these unprecedented results, SRS developed the industry’s first:
- Repeatable and scalable existing building retrofit technical underwriting methodology supporting the launch of the first statewide C-PACE program in Connecticut.
- Program design integrating an “Open Market” for private capital supporting the launch in Colorado of the nation’s second statewide C-PACE program. This innovation, which enabled building owners to select their preferred capital provider from multiple prequalified firms, has served as a model now used by C-PACE programs nationwide.
- Methodology to underwrite new construction projects for C-PACE financing in support of the launch of Colorado’s C-PACE program. This pioneering application for new construction projects led to the rapid growth of C-PACE financing in support of large new construction projects nationwide.
- Program design incorporating Capital Provider-Direct C-PACE Assessment Billing and Collections to support the launch of C-PACE in Arlington County, VA. This innovation enabled small to mid-size local governments, which lack the resources needed to manage assessment billing and collections, to adopt C-PACE. Examples where this methodology unlocked the benefits of C-PACE include multiple jurisdictions across Utah, Nevada, and several other states.
- Standardized outreach, education, and training initiatives, which have engaged over 2,600 project developers and contractors which, based on the business case analytics provided by SRS, are driving increased adoption of high efficiency equipment retrofits.
In the process of developing these industry-leading “best practices”, SRS:
- Collaborated with over 50 C-PACE lenders, including C-PACE specialty capital providers, community banks, green banks, credit unions and CDFIs supporting a wide range of project types and sizes.
- Technically evaluated thousands of energy efficiency projects, of which over 500 have received C-PACE financing.
- Developed the SRS proprietary Energy Performance Improvement Calculator (EPIC™) technology platform which enables building owners and lenders to evaluate the cost-benefit of both alternative energy improvements and financing options in real time. EPIC™ has significantly advanced project origination, underwriting, and financing best practice by bringing a level of analysis to small and mid-size buildings previously only available to multi-million-dollar large building projects.
